Article I: Purpose
This scholarship is based on funds set aside by the Mayekawa Kisaku Endowment, in the form of loans, for the present student, who shall be enrolled in a four-year Japanese college, have an active mind and a good heart, be in excellent health, be from a single-parent household or similar situation, and for whom studies would otherwise pose economic difficulties. The scholarship is dedicated to the upbringing of capable young leaders who shall one day contribute to peace in society and among mankind.
Article II: Scholarship Recipient and Scholarship
Herein, the person who receives financial aid from the scholarship funds proper shall be called the scholarship recipient, and the aid itself shall be called the scholarship.
Article III: Aid Amount
The scholarship provides a monthly allowance that shall not exceed 30,000 yen.
Article IV: Aid Period
The scholarship loan period is one year.
For students who wish to receive loans for two years or more, the scholarship recipient must reapply and await decision every year.
Article V: Application Procedure
1. Those wishing to receive loans must provide the signatures of two guarantors granting their permission on the application.
2. Of the guarantors, one must be a guarantor holding joint responsibility: a parent or guardian, who is living independently.
3. The following shall be attached to the application:
a) A document showing that loans are necessary.
b) A school transcript from the last two years.
c) Certified copy of a birth certificate or census registration, and a certificate of health.
Article VI: Selection Process
1. A committee comprised of several full-time officials manages the scholarship. Under the guidance of the head director, the committee shall choose that applicant who fits the requirements stated in Article I. The final decision shall be made by the head director.
2.The applicant shall be notified directly if he has been chosen for the scholarship.
3.After receiving such notification, the scholarship recipient must submit the prescribed agreement form.
Article VII: Payment
The scholarship shall be paid out in one-month amounts every month. However, in special circumstances, amounts covering two months or more can be paid at one time. Payment shall be made by the head director.
Article VIII: Notification of Changes
Having claimed a guarantor holding joint responsibility together with that person's signature, the scholarship recipient must give immediate notification should either of the following occur:
1.Voluntary leave, suspension, or withdrawal from school.
2.Changes of address or other important information of either the scholarship recipient himself or his guarantors.
Article IX: Loan Suspension
Should the scholarship recipient come under and be found responsible for any of the following, scholarship loans will be suspended:
1.Incompletion of his expected schoolwork due to injury or disease.
2.Poor grades or behavior in school.
3.Voluntary leave from school.
4.Other unsuitable things for which the scholarship recipient is found responsible.
Article X: Refusal
1.The scholarship recipient may at any time refuse the scholarship.
2.In the case of refusal, the scholarship recipient must submit a signed letter, granting permission, of the guarantor holding joint responsibility.
Article XI: Loan Certificates
When the scholarship recipient receives the scholarship loans, he will sign and seal the prescribed loan certificates every time. Should any of the following occur, having claimed a guarantor of joint responsibility together with that person's signature, a certificate confirming the total amount of loans must be submitted:
1.Expiration of the scholarship loaning period.
2.Withdrawal or voluntary leave from school.
3.Suspension of the scholarship loans.
4.Refusal of the scholarship by the scholarship recipient.
Article XII: Loan Interest
There is zero interest accrued on the scholarship loans. However, in the case of missing loan repayment deadlines or nonpayment, an interest penalty rate of 0.04 yen per day will be accrued.
Article XIII: Repayment of Loans
1.When the scholarship recipient's circumstances fall under Article XI, the loan repayment period comes into effect thirteen months immediately following the end of the loaning period; 1/2 of received loans must be repayed every month thereafter.
2.Loan repayments are done through monthly payments.
Article XIV: Postponement of Loans, Notification of Changes
1.Should the scholarship recipient continue his studies beyond graduation, he must immediately submit a petition to postpone loans along with an attached proof of enrollment at the present school, and he must receive permission from the head director.
2.If the name, address, work, and/or other important information given by the scholarship recipient prior to completion of the scholarship should change, immediate notification is required.
3.Should the scholarship recipient change either of his guarantors, or if the guarantor(s)' name, address, and other important information should change, the scholarship recipient must give immediate notification, and he must receive permission from the head director in the former case.
Article XV: In Case of Death
1.In the case of death of the scholarship recipient, or if the scholarship recipient should die prior to completion of loan repayment, the survivors or the guarantor holding joint responsibility must immediately submit a notice of death along with an attached death certificate.
2.In the case of death of the scholarship recipient, as stated in the regulations outlined in Article XI, the guarantor holding joint responsibility must attach the loan certificates to the submitted notice of death.
Article XVI: Duty of the Guarantor(s)
In the case of the scholarship recipient's death, either prior or subsequent to the end of the scheduled scholarship period, the responsibility of the unpaid loan repayment amount falls on the guarantors and must be repaid in full by at least one of them.

2.These regulations were revised a second time on October 1, 1996The prospective applicant must:
1. Be enrolled in a Japanese university or college,
2. Be a graduate or undergraduate student who will study for one or more years in Japan,
3. Be able to communicate to some extent in Japanese,
4. Have a responsible guarantor in Japan,
5. Be able to deposit guarantee money without interest in an amount equivalent to the monthly dormitory lodging fee,
6. Accept and abide by the concepts, rules and guidelines governing dormitory life at Wakeijuku and
7. Be willing to accept the same treatment at Wakeijuku as the Japanese student residents receive, based on the rules prescribed by Wakeijuku.
